Incident Details: A dinghy w/outboard (in the water) was locked to the yacht with a 6mm cable, owner investigated noise at 0245 HRS and interrupted the thief who had just finished cutting the cable with a hacksaw, the thief fled in his own dinghy. Reported to marina and coast guard.
